Yes but change a few things, First get a sapphire R9 270X, Not XFX, Second get this psu instead: http://uk.pcpartpicker.com/part/evga-power-supply-100b10600kr
Third, Get a WD Caviar black 1Tb Hdd instead as its much faster, And if you have money left over get a cheap 120gb ssd for your boot drive, Such as the samsung 840 Evo.
I can't say much about the headphones and keyboard but try to get a keyboard with cherry mx switches.

I don't think there is anything wrong with XFX , They make very reliable graphics cards with very good cooling , They are just fine. The HDD isn't a necessity , If he wants to boot faster maybe throw in a SSD later on but as for now in a budget bound build like this I think there's no place for WD Black.

Yeah going cheap on the psu is a very bad idea, Plus it will degrade performance over time, Especially if it has a low efficiency, Also on cheap psu's the 12V rail can smoulder during intense gaming sessions and the capacitors can break if they are not Japanese.
