This is the strangest issue I have ever encountered. Firefox works fine as it runs off of its own proxy settings, but most programs+chrome+etc. run off of the system set proxy settings which since the forced proxy doesn't work neither does many applications. Whenever we try to change the proxy settings to be turned off in the LAN settings, it turns itself back on when you open a new tab in chrome or IE, or will instantly turn itself back on if you have opened a new tab before in that boot (or in many cases it will do it straight after the boot). There are also times where it will stop forcing the proxy for a few hours or longer and the connection will be fine, only to spring back again.
Keep in mind this only happens to the connected desktop pc and not any other devices that connect to it and also that it only has an effect on the base system settings meaning firefox can and does work properly while everything else falls flat on its face.
Steps we've taken:
1. Tried setting the proxy off in the internet settings.
2. Checked the registry for the proxy settings if they are on, which they are always set to be off regardless of whether or not the forced proxy is on or not. The normally required registry files were actually not present for proxy settings other than the "enable/disable" ones, despite the fact that the proxy is clearly forced on. The proxy settings in the registry were then disabled and quite literally nothing happened. They're still disabled but the proxy keeps forcing itself back on.
3. Tried different versions of IE, as well as uninstalling it.
4. System restored to previous weeks before this happened.
5. Tried different USB ports for the wireless adapter. (specs of everything below)
6. Ran multiple registry tests to see if there were underlying causes from failing registry files.
7. Turned off all boot programs for a normal boot (did nothing), then tried turning some on one at a time to see if that changed (it didn't).
8. Ran multiple thorough virus scans using Malwarebytes and Bullguard.
9. Made sure all drivers were up to date.
10. Uninstalled chrome early on in these tests, then reinstalled it and ran some of the tests again.
11. Tried to make manual "dummy" proxy setup that did literally nothing but make things work as they normally should. It just switched that off and checked the enable proxy button with its own peculiar settings.
12. Booted into safe mode+networking which seemed to allow IE to work and after a normal boot it was working fine for a few hours and then the proxy settings kicked back in despite no user action.
13. Used the supplied microsoft tools to attempt to have the program fix it.
14. Checked for any wireless leechers.
15. Changed over the computer that was wired straight to the modem to be wired to the router, checking if the error could be reproduced on a wired connection/device other than the wireless pc. (it can't, all devices other than the wireless pc work)
16. Checked the firmware on the router.
17. No port-forwarding/triggering or blocked domain settings or any changed settings at all.
18. Checked to see if there was a "proxy settings per user" registry file, was not found.
None of this has helped so far.

Modem: Motorola SBG6580 (is not supplying wireless)

Devices: 1 iPhone, 1 Galaxy S5, One wireless desktop pc, one wired desktop pc (straight to the modem on this one).
Error(s): "Unable to connect to the proxy server [Localhost IP : Port], please check your LAN settings" - error from chrome / IE.
