I also want to point out that this will only be streaming console games and I already have an Elgato Game Capture HD. I also want it to be pretty quite because it will be pretty close to my microphone.

And Most Importantly, Why Are You Upgrading: My computer used to be in the basement and my house flooded and I lost everything. The only thing I have now is a laptop that's really bad.

No, you don't NEED 1866MHz RAM, but I figured "why not?". It's the same price as slower RAM and complements the overclockable CPU and motherboard.
 


Yeah you can afterwards , do a backup on your main drive and install a new OS to the SSD.
