Best sound cards for under $100

I have a Logitech Z506 5.1 speaker setup in my room. I also have a Gigabyte 970A-UD3 mobo. I might upgrade later to a Audio Engine A5+. What is the best internal pci e sound card i can get for max $100

That motherboard does have very good on board sound. You will get very little improvement in sound quality by switching to a sound card, but the software drivers may look better and will have a different interface on sound cards.

For video games, the cards of choice are normally Create Labs ones like the $83 Sound Blaster Z :

For musicians and audiophiles, the ASUS Xonar series is preferred like this $80 one :

The Creative Labs cards are the ones that are supported the best in most video games, so they will usually have better surround sound in them.
