What would be a better PC to buy

The first one would do better in video editing.

I revised your build a little bit:

Motherboard will support a better overclock.

PSU is still fine, gold vs bronze is efficiency.

GPU, the r9 270x wouldn't be able to fully utilize the 4gb of vRAM, it's pointless unless you're playing skyrim on with a bunch of high res mods and enbs or something. You could further reduce the price by dropping the card to a MSi r9 270 gaming, which is basically the r9 270x but lower clocked and uses less power.

Optical, i just changed it to something to something cheaper.

Wow great PC you put together there I will take it in to consideration, just one thing. I get more Watts it better to have, but why would 750 be need shouldnt the 650 one I have be fine, maybe even more then fine?
