Thermal Paste On CPU Pins

I've been having problems with my new build randomly turning off at various points, and after taking everything apart again realised there was a small dab of thermal paste on the CPU in between two pins.

Just wondering if the thermal paste on the CPU could be the reason for the random shutdowns, and what I may be able to do to fix it?
can thermal paste really cause the computer to crash out?

I've tried to add a photo - the paste is 1/4 of the way down on the left hand side -

it shound not couse a problem if you have antie eletrick termol past do you know whitch past you using but i woudnent worry about it to muchts if i was you i hade way more on my cpu :p  and its still working

It can damage the cpu if those two pins are connected, the thermal paste is conductive. If you wish to clean the pins use 90% or higher isopropyl alcohol, and a soft brush.
