PSU requierments for graphics card

Hello,
Im a total noob when speaking with PSU, and I dont know how the rails nor amps on voltages work, but I have to ask this: I want a gpu, and this is what i wanted to buy "AMD Radeon R7 260X". It says minimal psu is 19A +12v... Now the problem is, I don't have money to buy better psu,and this is what it says on my psu: http://i.imgur.com/9wjZa8a.jpg
It says here that its 10A +12v, now the trick is, I had gt8800 and it worked fine on this psu for a year or something, but its dirx10 and dirx11 games are coming out so i need something better; and I think i read somewhere that gt needs 20A +12v...

-As soon as I thought I understand something it just came, hit me in the head and said "no, you understand nothing..."-

So I ask you, can this gpu (amd) be used on my psu, and what things can happen if you have lower amps than needed? And how to know all information about psu's?

Short version: No you should not use that power supply with the R7 260X.

First, you know enough to post a picture of the side of your PSU and that puts you above many who ask about random old PSUs so good for you!

Second, no you don't have enough to run a 260X. I'm actually surprised its running an 8800GT, are you sure its not an 8600GT? The 8800GT needs ~125W of power from the 12V rail(125W/12V=~10.4A) which is more than your PSU is rated to supply, the 8600GT only needs ~45W(3.75A)

For modern systems the CPU and GPU pull almost all of their power from the 12V rail, pre-Pentium 4 era CPUs got their power from the 5V rail and your PSU seems to be of that era especially since it still has the -5V rail which was removed ~2003. The 260X needs ~115W for itself(~9.6A) which only leaves 0.4A on the 12V rail for your fans, motherboard, hard drive, optical drive, etc. In short, its not a good decision.

Alright, even I'm suprised gt8800 (and yes, it is gt8800) is running but I didn't have any problems with it...
Now I ask you, I'm very short with money and I live in Serbia, where everything is overpriced, so will this PSU be enough for this GPU: 600W LC Power SuperSilent LC6600 V2.2B ?

Ehm, I changed to Amazon... Will this psu work too?

It's not a very good power supply , built with cheap capacitors.

Get one that uses your type of power source , What sites do you use in your country , Amazon .com power supplies will have a different power cable than you need.
