What motherboard do you have? You shouldn't be having those probles with the cooler you have, have you checked your bios settings to see if you are not overclocking your cpu by mistake? The cases I've seen there the games lower their fps is when the CPU throttles down (or a word like that) because it is overheating, those 85 degrees are C° or f°?

Thats a very good temp for a cpu, so there shouldn't be a problem with overheating, what about your gpu temp? D you use Nvidia Geforce experience? maybe that program changed your settings by mistake.

Try to see if that helps, a few years ago one of my cpu fans legs deattached so it wasnt making proper contact with the fan, and I couldn't play any games, until I checked the temp and saw that that was the problem.
