I got an old pc that I want to mess around with for a couple months till I save enough money to build my main gaming rig.

specs.
E5200 Dual Core 2.5ghz.( not overclocked)
5gb ram.
HD 5450 (Over Clocked)
400 watt power supply.

I was going to get a Q9650 and a GTX 650 TI 1gb but figured its a waste of money.

Got my pc for 20 bucks from my uncle.
spent 36 bucks on GPU and 40 bucks on Q9300, so about 96 bucks.

I can run BF4 on med with 20fps
on low 25-30fps, high 13fps lol. :
I can run it on ultra and get 9.5fps lmfao.
Was wondering if I upgraded my cpu would it increase in performance wise? Since I would be getting 2 more cores?? Got a Q9300 for 40 bucks on ebay, figured i ment as well.

I just want to know will the Q9300 out preform the E5200 in gaming.

For most games, no.
Few games will use more than the 2 cores you get on the E5200.
The 4 cores on the Q9300 are each about the same capability, but the extra 2 will not be used often.

If you want better fps, look for a stronger graphics card. That same $40 spent on a used graphics card will do you more good.
Check to see that such a card will run with your 400w psu. Some cheap older cards will not.

The Q9300 is definitely an upgrade over the E5200, quite significantly to be honest. However your current GPU is weak and I would not expect an increase in performance, even with a processor upgrade; your CPU and GPU both need to be upgraded in order to notice a difference. If you upgrade the GPU and not the processor, your current processor will bottleneck a new card and similar vice versa; a new CPU with your existing GPU wouldn't provide much of a performance boost.

To be honest I'm actually surprised you're getting 20 FPS on Battlefield 4 with a HD 5450, I would have predicted less. If you want to upgrade your existing system and are willing to put in a little extra funds, I would purchase the Q9300 you have found for $40 and also a GTX 460 used for $55 on eBay. The GTX 460 is a little power-hungry and NVIDIA recommends a 450W PSU at minimum, however if your PSU is decent you may just be able to swing it. The GTX 460 also requires 2x6pin connectors (your PSU should have this, or you can use a molex to 6-pin adapter).

The Q9300 and GTX 460 should allow you to run Battlefield 4 more smoothly, heck the GTX 460 even has DX11 support. :D

Update: Instead of the GTX 460, the GTX 550 Ti would be more ideal in your case. It's a little weaker than the GTX 460, but so much more powerful (lost for words) than your current card. Your can purchase the EVGA GTX 550 Ti used on eBay for $45. It requires less power than the GTX 460 and NVIDIA recommends 400W for the GTX 550 Ti, whilst also powered with 1x6-pin connector.

All the best. :)
