New graphics card and getting occasional black screen

I'm very new to pc gaming and just recently finished building my own pc last month. My specs are:

Motherboard: Biostar TA970
Processor: AMD FX-8320 Vishera 8-Core 3.5GHz (4.0GHz Turbo)
Graphics Card: Asus HD 7790 directCU II OC 2GB
PSU: Corsair CX500 (Refurbished)
RAM: 6GB

I bought the graphics card and the psu sometime in March and bought the rest of the things sometime in the beginning of July. I have actually been having this problem for a while now with my graphics card before the build was finished. The card would always get loud whenever I started any games on my old pc and sometimes my pc would freeze up and restart. I've also wondered if my psu was the problem because it's refurbished but I'm not sure how to tell whether or not it is.

Now on my new build I don't experience any loud fans when I start playing games and my pc rarely freezes and restarts anymore but now my monitor will randomly go black sometimes for a brief second randomly whether I'm just browsing the internet or playing games. I've also started to notice lines on my monitor sometimes.

I've download the recent drivers for my card and have a tool called GPU tweak that I just let run in the background to monitor the card. I'm pretty worried and was wondering if anyone could help me with this problem. Any help would be appreciated.

I got a XFX 7790 with a 430W PS and it was doing the black screen crash a lot as well.. What helped for me was to turn down the factory overclock to around 1050 ghz and 1550 ghz for memory Also setting the fan speed to 65% all the time helped. It wasnt getting too hot before i did that but it just seemed to help. The problem hasnt completely gone away but its a lot less common. Now its once a week instead of 4-6 times a day. Hope this helps
Does your GPU monitoring program report the temperature of the GPU? Anything over 80Celsius at maximum load could be trouble.

Ensure the card is sat firmly in its PCIe slot and that the PSU power connectors are securely attached.

Ensure the monitor cable is securely attached at both ends and that there is no dust/debris between the cable's connector and the port at both ends.

You could try testing the card in another machine to rule out a faulty PCIe slot.

Beyond that it could be a defective GPU. If the card's still under warranty you could consider sending it back under the manufacturer's RMA procedure. They'll repair or replace it for you. Just make sure to provide a detailed report of the problem, when and how often it occurs, etc.

Everything seems to be in place firmly and unfortunately I don't think I can get it replaced or returned. The temperature also sits at 35C. I'm afraid you guys might be right on it being defective.

I've been looking for a new gpu and was wondering if my psu would be enough to handle this card: http://www.newegg.ca/Product/Product.aspx?Item=N82E16814130932

I've seen some builds using 500W power supplies for this card but want to know what more people think about it.

Something I actually forgot to mention earlier was that, I've just recently noticed these little static dots on my screen, they usually only appear in some parts of my screen. Is this also a symptom of a defective GPU? I adjusted the settings in GPU Tweak to the lowest but still see the dots. I don't remember seeing this happen on my screen before. The only times I really notice it though is in the boot up screen and there's a bit when I look at my applications in the Windows 8 start menu but other than that I don't notice it anywhere else.

Edit - I don't see them anymore.
