Strange: Mice, other USBs don't work after unplug until reboot

Ok, so I have two USB drives on my laptop (HP Folio 13), but only one works, and i need to use mouse/usb storage on and off. Whenever I plug a usb in the first time for that boot, it will work regularly. However, even if i safely remove the device, the second time I plug THAT device in it will not work unless I manually re install the driver (device just unknown) then use a microsoft Fixit to reinstall it again so that it works. Just as a note, I use an SD card reader and when i saftely remove hardware on an sd card and remove it, but not the reader, and reinsert it, it will still read, but when i unplug the reader I get the same problem, but I just need to restart because I cannot find the driver. I have searched all over for related problems but to no avail. For more detailed specifics please reply.
