Is my AMD A6-6400k bottlenecking my R7 250 ?

Specs:

AMD A6-6400k 3.90 GHz
Gigabyte Radeon R7 250 1GB GDDR5
4GB DDR3 RAM
400w stock cooler that came with the case

Maybe, maybe not.

Single module APU are not strong enough, but the R7 250 is a good match for the A6's performance. does your R7 have 512 cores or 384 cores?

In the manufacture's website you can see that.

Why do you consider that your CPU is bottlenecking your GPU? In which game you had problems and at what settings?

Currently playing Witcher 2 in 720p medium settings and I get like 30-50 fps, problem is it stutters a lot and I feel like it should perform better.
