BIOS blue screen flash

I've just finished building a computer with a Z97M plus motherboard and an intel i5 4690k processor and I'm using the included CPU fan. When booting the computer, it gets to the starting windows screen when it shows a very brief blue screen before restarting. It starts the animation of the lights spinning to form the Windows symbol, but it always gets to only the first 2 balls of light before it flashes the blue screen. Also, occasionally when opening the BIOS it will tell me there's a CPU fan issue, but it runs at a normal rate.
 
Solution
If using an old HDD (Windows installed on a different computer), it would be good to reinstall it (if possible).
As for the CPU fan, try lowering the minimum fan speed in BIOS.
