Creating A Texture Pack For Minecraft

I am creating a texture pack for Minecraft and I can't find where the redstone particle affects are stored. Any help would be great.

All the particle effects are hard coded so you can't change them, except for their color I think.

You would need a mod. You can supposedly change the color by adding a line of code in the resource pack's properties file, but it still is red when you load it in game.

I don't know, I don't play MC anymore and the newest resource pack I have is from 1.6 and it doesn't have a .properties file so I can't help you sorry. Try googling it.
