No, for many people, this is the go to cpu cooler if they're on a budget, it's not loud and should cool your cpu efficiently, but don't overclock with it, it can't handle temps that high
 
Hyper $212 is $25 and does very well for the money....will take a Haswell to 4.3 - 4.4 Ghz .... fan speed is 2000 rpm

Phanteks PH-TC14-PE will get ya another 7-10C of cooling and that comes in at around $65 (nice looking too).... Noctua DH-14 comes close to that ... will take Haswell to 4.4 - 4.5 GHz .... fan speed = 1200 rpm

Noctua DH15 and Cryorig R1 will get ya another degree for $90 or so.....fan speed = 1500 rpm / 1300 rpm

On the wet side....

None of the 120/140mm CLC units will do better than the above

The Corsair H110 is comparable to the Noctua DH-14 - $110 .... 1500 rpm

The Swifteck 220-X ($130) renders all 240/280 CLCs obsolete.....4.5 maybe 4.6 Ghz .... 1800 rpm

Noise is proportional to fan speed.
