Failure To Boot Windows (Hangs On Black Screen)

My Computer starts and boots the Intel BIOS screen then transitions to a black screen with multiple blue underscores in the top left of the screen. After a few seconds, the keyboard turns off and multiple coloured lines cover the top border of the screen.

The computer will hang on this screen until it is turned off. Also, after being on the screen for an extended period of time, a component in the computer will begin to make a small 'squealing' sound.

It has been doing this for the past couple days and once I managed to get it to work by mashing 3 keys 3 times, which doesn't make much sense really.

Anyways, any help would be appreciated.

Safe mode doesn't seem to be working. I press and hold the F8 button and nothing happens; it just keeps going to the black screen. There are other buttons that are displayed on screen via Intel splash screen (F10 Boot menu, F7 Bios Update and F2 Bios Settings), would any of those be of use? Also, I have a built computer that has one graphics card (Sapphire Radeon HD 7770 GHz Edition).

In BIOS settings, I found 'Hard Drive Order' and my hard drive is listed:
< P0: WDC WD1003FAEX-00Z3A >

And under 'Optical Drive Order':
< P1: HL-DT-ST DVDRAM GH24 >

So yes, it looks like the BIOS is recognizing them.

And the only thing I can see that may be a spec on the motherboard:
Intel Canada ICES-003 CLASS B

So the power supply doesn't show a make on it and is covered by an antec box and fan. Also, I apologize for making that the best answer AGAIN. I am do used yo clicking the green button on twitter notifications! Sorry for being a pain!

There is a sticker on the box that says Model REV: 00F if thats any help.

Also, I managed to get passed the flickering lines and windows has opened and is working. I had to mash 3 buttons a few times, but it worked. Is there anything you would suggest I do now that I have made it into windows? Because I am a little concerned that this will happen again (which it most likely will).

Antec usually makes decent PSUs. They also, usually have a label on the side of them that contains all the technical info (including the model number) for the device.

A failing/inadequate PSU can cause issues like yours (thus my questions), the same can be said of the video card.

Did anything change/get installed or updated just before this problem happened?

Glary Utilities 5
-scans computer
-defrags
-startup manager
-cleans disks

Razer Game Booster

Also, I downloaded an AMD driver autodetect and updated my drivers a week ago.

So I undid all of the changes I made in the start-up manager and it works now! Although I still see the multiple lines in the top left, it is only for a matter of seconds. I may have possible disabled something required on startup, but it seems to be working now that I undid all of the changes I made!
