Its probably an optional molex connector to plug it directly into the psu you dont need it. Its in case you have already used up all your chassis fan connectors on the mobo.

What do you mean do I need to connect the led fans to the mobo?

You can do either, if you have room on your mobo plug it in there ,if you dont that connector gives you the option to plug the fan directly into your power supply.

Oh sorry, that is a low speed adapter it makes the fan run slower and quieter you dont need it unless the fan is too loud for you.
Ok why do all my new fans have these the old ones didn't?
Usually only quality fans will come with low speed adapters. What did you buy before?
The ones before were the stock fans are you sure its not to connect them to the led button on/off at the back of the case as the top 200m I have atm is connected to it and it looks to be the same cable but there is only one of them
