Can you provide a link to the actual fans you bought? I am unsure of what the second cable could be. Can you describe it?

Its probably an optional molex connector to plug it directly into the psu you dont need it. Its in case you have already used up all your chassis fan connectors on the mobo.

You can do either, if you have room on your mobo plug it in there ,if you dont that connector gives you the option to plug the fan directly into your power supply.

Oh sorry, that is a low speed adapter it makes the fan run slower and quieter you dont need it unless the fan is too loud for you.
