Will this Graphics card Support the Corsair CX430 PSU?

Yes it will do fine if your on a budget if not i would recommend something better like a XFX or seasonic 400-550watt 80 plus bronze or better psu.

My go-to thread for stuff like this. It's recommended PSU is 450W.

The 260X requires 19A from the 12V rail. Arguably this results in about 228W max pull from the power supply, so you *could* get by with 430W providing the rest of your system doesn't draw too much power.

The second power supply you linked might be a *little* better, but 80 Plus Certified =/= 80 Plus Bronze.

Didn't look at the product page for the Corsair tbh. I just now did and realized it's 80+ Bronze, so yeah, the Corsair is a little better. The CX500 isn't that much more expensive ($10 more) and would give you better headroom.
