You should look into upgrading the GPU first as this will give you a major FPS boost in almost all games. I would reccomend the GTX 760 as it is not too expensive and comes packed with plenty of power to run your games at about 30 to 60 frames per second on medium to high settings. Unfortunately, the rest of your parts are old and also need upgrading but throw this GTX 760 in a new build and you will be golden. If you need help I'm here to help you. Hope this helps!

We will need your PSU brand/model as well.

From what I can tell - you may be able to upgrade the PSU if needed and GPU to the GTX760. This will get you better sooner.

If you can, please consider the advice from Armo1000 - and plan on building a new computer - it will be more expensive, but you will be able to do modern gaming.

If you do the first step - it can be used in the final build. If you are flush with cash - build a new system now.

It is possible to build a very respectable machine for less than $1500.

In order to run the mentioned games on high-ultra settings at 50-70 FPS: $1500 build
on medium settings at 40-50 FPS: $1000
on normal to playable or maybe low settings for watch dogs: $850

Anything below $750 would be a waste in terms of gaming of today. I recommend a solid $1200-$1500 PC for 5 years of good gaming.

You may replace it with Home Premium and it'll cut the total expenses by around $60, so you'll stand safely under $1500, link for the Build with Home Premium:
