Weird fps on Watch Dogs

Hey,
First off, this is my specs

i5 4690k
Asus z97
Corsair 8gb
Sapphire R9 270x 2 gb
Wd green 1 tb
Corsair vs650w

I built this pc recently and I can play most of the games on high to ultra with decent fps. All my COD mw, mw2, mw3 give around 60-65 fps with everything at max and 155ish with AA turned off, surprised me there.
NFS Rivals gives me 60(i think it's locked) at almost max except AA .

Now my watch Dogs gives me 23 fps in all settings, low, medium and high and 16-18 in ultra, without and with msaa 2x. The menu gives me around 50fps at high with msaa 2x.

Doea anyone know why Watch Dogs performs so bad or is it my configuration that's the problem?

I just bought Tomb Raider and Sniper Elite 3 and are those going to have same problem as Watch Dogs since these 3 are relatively new compared to COD titles and NFS.

Update : I'm getting an ssd in September, will that affect my frame rates.
I use windows 8.1,and my driver version is 14.4.
I used FRAPs to measure the fps.

Watch Dogs performs so bad because Ubisoft. Even my SLI Titans has trouble maintaining more than 40-50 FPS on it. It's not your system, its a poor port.

Tomb Raider shouldn't be giving you nearly as much trouble, I'm not sure about Sniper Elite 3, as I've not played it. Did you install the latest drivers from the AMD website or are you using the drivers provided on the CD from the video card manufacturer?

Watch Dogs is badly optimised on PC and i have trouble as well (I have Nvidia) but its also really bad on AMD graphics cards so its just the optimisation of the game not your PC

Hmm, sad that it's the case, the game seems decent enough although with a lot of bugs(my sounds stopped working once). Thanks for the reply guys

To answer your update -

Most games do not get positively impacted by running off of an SSD, and given the limited storage space, you should not install most of your games onto an SSD so as not to slow down your Windows operation. If you do install the game onto the SSD, SSDs will help increase load times and (maybe) framerate, but the performance of the game will not largely improve.

If you are using TressFX on Tomb Raider, turn it off. That only runs well on higher end graphics cards. I'm not sure if Tomb Raider supports Mantle, but if it does, you could try running it on that to see if you get better performance.

I'm running around 65 fps on high settings and I have a nvidia gtx 770 2gb an a Intel i5. To be honest with you Ubi did a horrible job with optimizing the game. Look up TheWorse mod for watch dogs, that's what I'm running now and it looks and feels amazing! Let me know if that helps at all!

More people have reported frame drops, especially at night with rain, than framerate improvements. Also the Depth of Field on theWorse mod is pretty awful to play with (but great for screenshots)

I did try TheWorse mod, overall gameplay improved when on foot but became unbearable while driving, the stuttering was more pronounced, but thanks anyway.

When you use the mod you have to turn the texture setting on high. Also make sure you have version 1.0 you can use it with or without textures. I've been using it and I've never experienced any stuttering, if anything it has improved the gameplay a lot. I don't know why y'all would be experiencing that.
