800 Dollar pc for gaming(Need Feedback)

Hi, my name is Kevin and it is my first time building a pc, however I myself will not be building it. I was wondering if anyone had better recommendations and such.

For the cpu I was wondering whats better for gaming the AMD FX 4350 or the 8 core FX8350, and is there a possibility of the AMD R9 270 bottle necking with either cpu?.

I was reading that most games don't use more than 4 cores so how come the 8350 would be better for gaming? Also it has 4.0ghz on 8 core vs the 4 core 4.2ghz, if you could please explain I would really appreciate it. Thank you.
