4130 vs 8 Core Temps

Ok so I did my first build about a year ago and have been tweaking it ever since. I am a big cooling buff so I like to know all my temps and I research different components temps if I'm thinking about upgrading. I have a 4130 in my PC now. I had a Hyper 212 Plus and that would keep it in the 40s under high load. I recently finished (for now) my water loop, and under heavy load, my CPU doesn't even get into the 40s. I've been reading about the 8xxx series processors and it's common for them to get into the 60s and people don't sweat it. Is a temperature difference that large normal between those CPU series??
 
The 60C is usually for people using coolers that barely support the CPU's heat output, like the stock fan. I have a CM 612 pwm and it keeps my CPU cool in most cases, there are some cases where it goes up to ~60 or so, but in most things I do mostly gaming, I get max around 55C.
