Computer Shuts down and restarts, PSU or GPU problem?

My computer works fine for most games including graphically intensive games such as Crysis 3 and Watch Dogs. But when I run the Sims 3, my computer shuts down and an auto restarts follows immediately. The shut down happens right when I change from windowed mode to full screen mode under 1080p. Everything works correctly if I am in windowed mode, but the moment I make the switch to full screen, the screen goes blank and my computer restarts. Event viewer says its a kernel power related issue. I have tried to lower my graphic card's core clock to 50% using MSI Afterburner, and this eliminates the issue completely. So Is the problem with my PSU or is it with the graphic card? I will be going to the shop this weekend to buy a replacement, but I would like to know what to replace though. I mean I don't want to change my GPU then realize its actually my PSU at fault or vice versa. They both cost hundreds of dollars.

TL;DR
PC shuts down and restarts when going into full screen mode in sims 3. Lowering GPU core speed solves the issue. PSU or GPU at fault?


P.S. CPU or GPU Temperature is not an issue I monitor that with OSD at all times in game.

What's your PSU? I think it would be the GPU as I've had the same thing happen to me. It could ALSO be GPU cooling. I installed a few more fans and put an NF-F12 facing the GPU and then the entire thing worked fine with no restarts.

what card what psu, what happens at say 95% of core clock (could be degrading card)

4790k
290x
EVGA 750B 750w

GPU cooling cannot be a problem because the temperature is below 70 degrees celsius in sims 3.
I have on screen display on in every game I play

Sims 3 only uses like 60% of my gpu.
In both Crysis 3 and Watch Dogs, my gpu goes up to 100% at 1030mhz and those games run fine for hours with no issues at all.

This also happens to Planetside 2 and 3dmark Ice storm test.
But I can run Fire Strike test fine.

PS2 is a CPU bound game. Maybe that has something to do with it? Check your CPU temps. The games you listed that were 'high end' are very GPU bound and don't rely on the CPU as much.

My i7 4790k temperature in PS2 is way below 65 degrees Celsius. Temperature is not an issue trust me, I pay attention to them a lot.
