Eudora7109 Spell check function - where does it reside??

Many people over the years have lost the spell check (red underline) within the Eudora E-mail client. The function is activated in "Options" or with Ctrl+6.
QUESTION: where does the spell check program reside?
I have determined that it is in the Data folder, not the program folder, which must be installed in different places. The dictionaries are in place. A clean, uniquely labeled 2nd installation of the program and its Data file result in a functioning spell checker. The old Data folder has lost the function. Careful comparison of the new Data Folder with that of the well used one is not instructive.
**Which item/folder/program must be reinstalled to regain the spell check.?????Or does the Spell Check reside outside the program??
Thunderbird E-mail client is being written by the original author of Eudora. I have looked for the Spell Check function there but cannot find it. The Eudora program contains a folder <Spell32.dll> , which is not used in Thunderbird.
For that matter, where does the spell check function reside that underlines misspelled words in red in Word or even for this message???

The Internet is filed with people troubleshooting this for Eudora over the past 6-8 years, but there is not solution to be found.
