Network Adapter on Mobo fried or Driver/Network issue?

Hi, On Sunday afternoon i reinstalled my OS (Win 7 64-bit). Upon reinstallation i noticed that whenever i launch a game via Steam, it would hang on a a black screen for a short while. Anyway after a few days of troubleshooting i have managed to narrow down the problem to either a) my network adapter on my motherboard or b) my network itself.

When i click to launch a game via Steam, it now hangs. This hang is equivalent to Steam sending its packets to the auth server, presumably to check for a game license. I have verified this by running steam in offline mode, however the problem still persists. However, if i unplug my ethernet from the back of the mobo and give myself no internet access, the games will launch instantly.

I have the latest driver for my LAN chip from the motherboard manufacturers website. I have tried older drivers for it and newer ones and everything in between but still no luck. Disabling the Network Adapter in Device Manager however does resolve the issue.

Would anyone be able to shed a little light on this bizarre issue, if they think i have a driver issue or if they think i have a faulty network chip on my motherboard?

I can connect to the internet fine. The problem i have is, when i launch a game, Steam must send some packets to their servers or something to verify if i have purchased the game. Now this seems to be taking a long time and thus hanging my game.

If i turn my network adapter off while i launch the game, the game will launch instantly, without hang. However with my network adapter on and giving myself internet access, the games will hang, i assume due to some issue with the network adapter. What the problem is however i do not know. This is whats leading me to think maybe i have a faulty network chip on my motherboard?

have you checked if firewall is blocking any of the outgoing connections?

Yes i currently have windows firewall, and the firewall on my router disabled. No change,

i mean: is your computer firewall blocking the connection with steam?

uninstall steam and try installing it again, that's probably my last suggestion, don't know what else it could be.
your motherboard is fine, your network card is fine, its just something with steam, maybe contact steam customer support if the problem keeps existing?

maybe you could try making a new account and downloading a free game on there for testing.
otherwise you should contact steam support and ask them whats happening.

you're not using games from the piratebay right?

Yeah i can try that i suppose.

No all my games on Steam are obviously purchased. Although worth noting is that if I were to run a game not purchased on Steam, it launches with no problems.

I assume my hang is happening during which time Steam is doing some kind of license check to ensure i have purchased the game, then once it completes (after the 20-30s or so) I can launch as normal. What i cannot understand is how this problem is now occuring after an OS reinstall.
