Rear panel USB ports Transfer Rate is slower than front

recently I observed transfer rate is bit slow in rear panel usb ports(back side of cpu which are directly connected to mother board).

actually im transferring data from external hdd to external hdd, one is connected in rear usb port and other in front usb port. I copied data from rear usb port hdd into other,then speed is upto 28mbps.

now I connected both hdd to rear usb ports and copied same data then speed is 18 mbps...

normally rear usb ports should be fast bcz they r directly connected to MB.can anyone explain dis...
(both rear and front are usb 2.0)
 
Solution
It sounds like you are plugging your HDD's into the same USB BUS which can and will saturate the BUS. Are they plugged into the USB ports that are next to each other? Try using ports that are as far away from each other as possible on the back. Separating them may solve the saturated BUS problem.
