Hello I have recently brought a new PC that has a Worse CPU then my old PC if I swap the two CPUs will that mean I have to reapply thermal paste?

We'll the CPU for old PC is i3-2220 on a custom atx mother bored and new PC is a old Intel CPU on a MSI Z87-G45-GAMING ATX Motherboard (Intel Z87, 4x DDR3, DVI, HDMI, 6x USB3.0, GBE LAN, LGA1150 Socket)

Old intel CPU and z87 don't exactly fit together. And no the i3-2220 is lga1155 while the z87 motherboard is lga1150, which is for newer CPUs.

No, it wouldn't. And that's a good CPU yes, but you probably won't need something like that. The i5-4690K would be my suggestion, you will just need to do a bios update, which isn't a problem as you already have a haswell CPU it seems.

What is the CPU in the new build anyway?

That processor can't physically fit into the z87 motherboard, something is wrong with the info you gave us.
