CPU set to 4.2Ghz but is running at 4.4Ghz!~!!

So I made an attempt to overclock my i7 4790k by just a little bit and got it up to 4.4Ghz but it was running too hot so I lowered the frequency to 4.2 and lowered the voltage to 1.18. The temperature went down but my CPU seems to be stuck at 4.4Ghz.. what is going on. It says 4.4 in my BIOS as well as RealtempGT, but the settings say that the frequency is set to 4.2.

Hard to answer w/o knowing BIOS settings. If the CPU is idling and you haven't disabled speed step, it should downclock. may take a minute or so after getting into Windows.

ok after about 4 restarts it finally recognized it as 4.2Ghz. The problem now is that the computer freezes after like 15 minutes of prime95. Its weird because 4.2Ghz is lower than the factory turbo boost of the 4790k...This should be as stable as clock speeds...

Prime 95 has long since passed it's applicability for anything useful with current CPUs. Depending upon which version you use, it either throws no AVX or loads of AVX neither of which simulates what your CPU will be exposed to running applications. You could do 12 hours of stable prime 95 and then run something else because P95 never thru that combination of loadings at it and didn't test all the instruction sets..... the more recent versions which sometime stake an effort to locate, throw a constant barrage of these things at the CPU greatly exceeding the load that any CPU will ever see outside of that synthetic bench test.

RoG Real Bench is become the defacto "go to" test these days to get a more realistic indicator of stability under actual real applications.

Again, what MoBo ? If it's an Asus, i could give ya more specific pointers....tho video guide here ... auto tune getting much better.
