Whats the rest of the system specs? Include the make and model of the PSU(cyberpower is notorious for using cheap units). Whats game(s) does the issue occur in?

what resolution are you playing on! what happens normally when the fps drops eg; explosions, lots of flashes, fire, water.
and have you checked the power connectors are firmly in? is it all the way in the pci slot? and have you contacted cyber power about the issue? if yes what did they say!

1080p is what im playing on everything is connected nicely i cyberpower just fluffed it off by saying 45-30 fps isn't that bad i bought a gtx 770 ffs not a 550 im expecting to for sure get a stable 150fps in league of legends lol. i have an idea of what could be wrong i have 600w cosair bronze edition psu witch is the minimum and my computer is over clocked 20% and so is graphics card so could that be to problem. I have a 850w gold edition psu coming on the way in that case.

I honestly don't know what the problem is you could try fire strike then comparing your results against people with a similar system and see if your fps averages, If it doesn't then you might want to check your motherboard , I do not play lol however I know you card should get around 110 fps constant on world of warcraft, but I'm not sure if they are the same sorry

When you get back to the system run CPUZ and post the make and model of the motherboard. I suspect cyberpower used a motherboard with a 760g chipset. The 760g chipset can have a problem with throttling under heavy cpu loads due to the vrms not being able handle the power load when used with the 8-core cpus(also seen it happen on some of the 6 core cpu's aswell). The PSU is probably a CX600 which uses poor capacitors, and could also possible cause the problem.
