I've manually stopped each fan with a finger and this particular noise persists. Also just replaced my graphics card. I'd determined before that removing the original graphics card stopped the noise.

Could this be an issue with my motherboard, somehow causing my graphics card's coils to squeal?

Its called coil whine and its quite common it doesn't necessarily mean anything is wrong is it performing well? What mobo and graphics card do you have?

Well, I know about coil whine - but I just replaced the graphics card, so the brand new one should not be whining the same way as the first one if that is indeed the root culprit - it is definitely wrong/a problem to me because I don't want to be in the same room without ear buds in etc.

Motherboard:
ASRock Z87 PRO3 LGA 1150

Graphics:
GIGABYTE GV-N760OC-2GD REV2.0 GeForce GTX 760

Oh man i dident realize it was that bad RMA it they should defiantly replace it for that.

I'm not sure it is a bad RMA though - that seems extremely rare..unless gigabyte's RMA process is shady/unreliable somehow.

I wonder if its possible a bad mobo could be causing this?

It could be capacitor squeal from a GPU or MOBO

ok, never had heard of a mobo squealing so I wanted to see if that actually happens. I do think it's coming from the graphics card, but will confirm later.

I've now determined that 3 different components are making noise.
-The new graphics card is running its fans at super high RPM (even though HWMonitor is showing under 70C) and putting out a little whine possibly.
-Seagate SSHD is making noises like a refrigerator (buzzing of some kind).
-Power Supply (Seasonic 1000W Platinum) is rattling and putting out coil whine.

All these parts are less than a year old. I'm theorizing that power outages have caused component damage? I have a surge protector (on a suspicious outlet which I think is ungrounded, 1950s wiring), no battery backup).
Anyone ever heard of this happening?

GPU sounds like its possibly on manual from a program.
Check to see if its on max.

That SSHD sounds ready to go, possibly from defect straining.

PSU...eh the fans do that sometimes.

RMA all of them if possible.

Working on RMA'ing the PSU and a Seasonic employee wants me to deposit $150 into their paypal in order to do a cross ship..seems a little shady, anyone gone through with such a thing?

I would definitely call them again, and ask to talk to a supervisor/manager and then ask them about that. That doesn't sound right at all.

I should note that the $150 was to be refunded after they receive the bad original (not just a straight payment). But still, ya I think I'll do that thanks.

Been awhile but I'm still dealing with all these RMAs.
Still seems shady, I don't really want to use paypal to secure a cross shipment...

Sounds like most of your problems are already solved, but in the future, I might add that Seagate HDDs are notorious for their high failure rate and the company is known to produce some sketchy hardware. If possible, I would switch to Western Digital, much more reliable products and great customer service.

I've heard this quite a few times before, yes. But I saw the SSHD's at a good price and figured I'd give it a chance. I've always used western digital otherwise (or SSDs).

The problem may well be my PSU causing all the other parts to perform strangely, haven't been able to test yet. Definitely not out of the woods with the problems.
