Low Windows Experience score with new HDD?

Hello, Tom's Hardware Community.
Today I got my new hard drive for my new rig. Now, before it arrived, I was using a 7 year old Seagate 250 GB HDD with SATA 2 and 8 MB cache. The WEI score was 5.9. Today I got my new SATA 3 Seagate 1 TB drive with 64 MB cache and guess what? Still 5.9. I thought there would at least be some improvement.Was I wrong or did I get a faulty HDD?

The max WEI score for a traditional HDD is 5.9. You need an SSD to achieve anything higher.

Really? So no matter what HDD (not SSD) it will be 5.9?

Yeah, pretty much. Not a lot of real difference between standard 7200RPM drives.

Bummer. It just bothers me seeing my base score as 5.9 considering the rest of my rig. Anyway, thanks for the help, guys.

And WEI is pretty much useless as a benchmark.

Yeah, that's true. It's just my perfectionist self. I know WEI doesn't mean much - if not anything.
