Low Budget PC build

Looking for an entry level gaming PC for my brother. The cheaper the better. He mostly plays Runescape, surfs the internet, and plays music with the computer he has now. Anyone got any ideas? My budget is pretty low, $400 or less would be perfect (not including monitor, speakers, keyboard and mouse).

You would be better off with a ps4 at that price i can throw something together if you want but a ps4 is going to be more powerful than a 400 dollar gaming pc.

Coming from a super hardcore minecraft player, PC is superior to PS4 Minecraft.

Oh most definatly but on a 400 dollar pc? Maybe minecraft would do alright but for any other games it couldent keep up with a ps4 he said mostly runescape witch i read as mostly minecraft lol so i figured he would be playing other games down the road as well.

PS4s have like 80 dollars games (new) You could spend the money on 3 games and get an i5 xD

There 60 new and PSN is fantastic now they have a crap ton of indies and give games away free every month. Not to mention all the old psone titles i will confidently say in a few years psn will rival steam.

He mostly plays Runescape but it'd definitely be a good bonus if he could play modern games at low-mid. He actually has a PS4 but you can't play Runescape on a PS4! Lol He also enjoys playing exclusive Indie games for PC, especially the horror ones. Also, when Steam has sales, he buys other games he might otherwise buy for PS4 or his other consoles. He actually has a PC but it was a gift from someone and isn't really all that high of caliber. I don't even think it has a dedicated graphics card.

I know some of the specs for it, here they are:

OS: Windows Vista 64-bit Home Premium
MOBO: Not sure, I'll have to check the actual motherboard to find out
CPU: AMD Athlon X2 7750 Dual Core
GPU: None I believe
RAM: 4 GB (Not sure what the MHz is on it)
HDD: 500 GB or 1 TB (Not sure of the RPM)

That's all I know on it. Would it be better to upgrade individual parts or just assemble a new PC build?

I finally got some more of the specs on his PC, they are as follows:

OS: Windows Vista 64-bit Home Premium
MOBO: Not exactly sure of it but I have that it is a board by Pegatron Corporation and the model number is NARRA5. Apparently it is a Nvidia chipset MCP61
RAM: 4 GB DDR2 400 MHz 1.8v
GPU: (The GPU is integrated into the MOBO) Nvidia GeForce 6150SE nForce 430/ Core 425 MHz with 125 MB of VRAM (lol)
PSU: CPU-Z didn't list it so I'll just check the actual PSU and see if I find the watts and voltage.

I'm pretty sure his PC isn't adequate for low-mid on modern games. What should I do to remedy that?
