How to create an exact FAT16 HDD image to put onto new drive

Lets say that I have a hard drive which is roughly 18 years old and want to place its contents onto a different drive. I have an IDE to USB connector and a windows 8 laptop. Is there a way to plug this old hard drive into the newer laptop using the connector, create and exact image of the hard drive, connect a new one, put the image onto the new one, and then put the new hard drive back into the laptop and have it boot? I know there are programs to create backup images which can be placed onto new drives, but these are not always bootable.
 
Solution
I honestly can't answer that with 100% certainty, but I don't see why it wouldn't work since you can clone external drives with Acronis.

If I use Acronis to make an image of this drive while it is connected to a USB to IDE converter, will it be bootable when I place it on another drive? The bootable backups seem to be aimed at the primary drive in the computer.
