I want to build a good and low budget system for work to use heavy software like two OS,VM wares, cloud not for gaming. I have less budget not more than $400 dollar. please advise.

Thanks for your quick reply. I have monitor. i cant use tablet as i want to install software,programing and all stuff. i have basic requirement good and low budget CPU,RAM,mother board, HD.

I really appreciate for your answer please excuse me if i ask stupid question as i dont have much knowledge about component and it's first time building system. is this processor as good as Intel Core i5-3570K Ivy Bridge Quad-Core 3.4GHz . This processor i picked up because of its review in newegg? is there any other option for me to go equivalent ,cheap,best motherboard as Intel Core i5-3570K Ivy Bridge Quad-Core 3.4GHz. The reason i am asking is i am going to run,install heavy application and doing multi tasking. is it worth to put more on processor and mother board?
