diamond r9 270x graphics glitch.

I'm getting this weird pixel effect on my pc. Tried reinstaling the drivers and switched hdmi cables to see if that was it but it's still happening. It doesn't show up in screenshots so i had to take a actual picture. Here it is:

what res / freq and timing are you using, and what's the specs of your monitor?

I'm using 1366 x 768 res and i'm not sure about freq and timing, where can i find that? I'm using this tv as a monitor http://westinghousedigital.com/products/led/32-40/uw32s3pw/ .
Here are it's specs:
Screen Size: 31.5″ Diagonal
Native Resolution: 1366 x 768
Aspect Ratio: 16:9
Dynamic Contrast Ratio: 100,000:1
Can't seem to find the refresh rate, copied this from the product page.

i took the gpu out and put it back in. still does it

Right now i have 8 gigs of ram, but i'm using windows 32 bit. Could this be causing it? I'm getting 64 bit soon.

here's what I suggest... download this - http://www.entechtaiwan.com/util/ps.shtm
after installing it, read everything you can about how to use it, and if you set it up properly and tweak it, you'll ultimately see what the source of the artifacts is
