I do believe my motherboard is now trash. I need your opinion.

Sorry in advance if I seemed stressed out. I am very frustrated and no one has answered me throughout different websites.
I will start by naming my parts.

AMD Athlon II X4 645 CPU
Biostar A770E3 Mobo
16 GB RAM
nVidia Geforce EN210 GPU
600w Corsair PSU

So here's the thing. Today I received my 7970 in the mail. After countless mix ups with the USPS I was quick to put it in. I did not uninstall my old drivers. I completely forgot. When I turned it on nothing appeared on my monitor. So I switched it out for my 210 to uninstall the drivers. It also did not show anything in my monitor. I do not know why. I went through the appropriate steps. I took it out to check if I'd ruined it and the physical appearance was fine. I put it back in only to not be able to turn my whole computer on.

Luckily I am able to turn my PC on now but nothing comes up on the monitor. I do not know why. The mini speaker does not beep when I boot the PC but the fans are spinning. I am very frustrated and need your help. Do you know what's wrong??

Also, I watched a video with a fix about the CMOS. Is that a problem?

My PC isn't even booting POST. I unplugged ram, HDD, GPU and everything and I am not hearing any beeping. I think my motherboard is fried.
The monitor is fine,
My 210 does not need power cables,
It was locked in the pcie slot,
I can't get past pressing the boot button so no control panel,
I connected the right ports.
