Operating System: Microsoft Windows 8.1 (OEM) (64-bit) ($89.98 @ OutletPC)
Total: $717.42

slightly over $700, but you get the FX-8320 in the built which future-proofs it for a while. I have built a rig using the A99X motherboard and it is very good quality.

If you reeeeeeally wanted to get the price under $700 you can go a bit lower on the graphics card (like down to a R7 260)
