Where should I put my new fan?

I have a Corsair Carbide Series 300R with two intake fans on the front, and an exhaust in the back. I have a Hyper 212 Evo with only one fan that pushes air through, and the Evo is positioned horizontally so the fan pushes air up through the fins and towards the top grill of my case. However, I would like to see lower temps on my processor and graphics card so I can overclock with safety. Should I put a new fan on the side panel that pulls air/pushes air? Should I add another fan to my 212 Evo to have a push/pull setup? Or should I add a fan on the top?

On idle my Cpu oddly runs pretty hot lately, at around 40C. Perhaps that is because it is summer. No matter the season, though, my CPU and GPU hit around 50-55C playing games.
