Can I check if my CPU Cooler is working?

Hi. I have a stock Intel CPU Cooler. I suddendly started gaining very high temps with my G3220 processor. I get 83c, but the Tcase says 72c (I read it on Intel's website). I haven't cleaned my PC for more than 9 months, so is the dust problem?. My CPU isn't OC-ed, and it was never OC-ed for its lifetime. It's running at 3GHz and it's smooth, but can I check my CPU Cooler without opening the PC case? I have SpeedFan, but with that I can only check my GPU Fan, which is at 40%. I'm worried beacuse i hit my case in the front with a bottle (an accident). Computer runs normally, it passes P.O.S.T. and I think that the sound that the PC makes has changed.

I have 500W, 8GB RAM.

okk if your gpu temps are at 60 c or below it under load then its fine and if its 75 or crossing it then its hot and i woul suggest an aftermarket cooler for that......r7 240 is a entry level card yes u can overclock it but too much overclock and u will face problems so stress test the cpu using prime 95 for an hour and check the temps and check the gpu with furmark for an hour.....
okk then first of all clean the heatsink with compressed air then remove the old thermal paste with cleaning alcohol and reapply the new thermal paste not too much just a drop and spread it across evenly with a credit card or something similar made out of non metal.....then reset the cleaned heat sink.

Ok, but one thing: How do I clean the heatsink with compressed air? And even If i do this, I mean opening the case, I'll see if my CPU works or not. What happens later, that's the thing PC-Techinican will know.

UPDATE:
CPU works, the FAN blisters wind, but somewhat weaker. The back vent on my case has wind coming out of it, and it's close to the CPU fan (Spire case, you know). I'll clean it and check the paste, air vents, sinks, and if a part of it is broken or damaged in any way, shape or form. My Speedfan log:Win9x:NO 64Bit:YES GiveIO:NO SpeedFan:YES

That's Semi-Idle, I repeat. I gets to 43c on each core (and there are 2, as mentioned before). It's not something special, but when I play Modded Minecraft, or Lego Minifigures Online, it gets to these temps. My max before was 40c, but that was rare (VERY rare). BIOS is unupdated and unmodified, I just turned the Integrated Off for more RAM and I changed the Boot Sequence once( you know what I mean). But maybe my graphics was at fault. RPM is at 30-40% constant, it's somewhat dusty, and the PC is quiter for some odd reason. When I hit the front of my case, will I damage the components inside. I hit the plastic part next to On button and the PC got hit and went backwards, to the wall. I turned it on, and it was OK. P.O.S.T was Ok, and I could use it normally. These were just the begginings of my problem.
