GPU fan, and pc power stupidity

I have two problems here, one is that my gpu fan does not always run, (my gpu is a 3650HD and at 60ºc it does not run) i have to actually open my side panel and tickle the gpu fan, THEN it starts working, but after a long time, it stops, i'd guess its something with the motor or dust problems, but this gpu is so old i doubt i find a new fan for this one.

My second problem, which might or might not be related, is that, i wake up at 7:30am (im a morning person) and start the computer and imediatly start playing LoL or EU4, after a while ingame the computer image freezes and the sound transforms into a dalek dying with fire (very anoying sound) and nothing happens, i have to turn off with the power button and when i try to turn it on again, it wont boot up, the fans spin and the power goes green, but the fans wont reduce speed as they normally would, they look like they are about to fly away and i get no image nor processing, its like the only things working there are the fans and the leds, there is few dust but i'll try giving it two compressed air cans today.

PS: i forgot to tell, i get pretty mad and i remove the mobo power connector and plug it back again, sometimes it works sometimes it doesn't, when it doesn't i unplug everything and plug it back again, sometimes it keeps not working, i don't even know what happens next, but it eventually works and the next morning it happens again. (there was a day that it happened in the afternoon)
Also, i had this exact problem, but i exchanged PSU (from 350w to 500w) because i deduced and correctly that the PSU was old and maybe was not delivering power as it should. Is it happening again? is it the dust monster?? who knows

60°C is a good video card load temperature; at idle that is far too high. That may be close to 100°C at high load. This isn't really surprising for a really old GPU with a fan we already know is faulty. 30€ won't buy you much, but nearly any modern GPU available will be some improvement on an HD 3650 as long as you're buying something new.
Well apparently two factors are contributing to these issues: Heat + Dust.

First of all, try to clean the fans on the GPU, they may be getting clogged. Use can of compressed air for cleaning purpose. Make sure to hold or grip the central point on the fan so as to make sure it won't rotate with the high pressure of compressed air or blower.

Second record the temps of GPU and CPU using BIOS and HWMonitor or any other software and post here.

Ok, so, there is absolutelly almost no dust in my case (i followed linus tips) and my GPU cooler is transparent so i can see if there is or there is not dust. And, there is non, there was this big solid chunk of dust in between the fans and i tought it was the problem, but no.

As for the temperatures, my cpu at stanby isn't going over 30, usually is 25, and 45ºC under load
My GPU is 60ºC in standby and i can't see it under load cause it crashed the game, altho, i saw something that might be the origin of the problem, i used GPU-Z and i said my gpu fan was at 40% when it was completely not moving, i gave it a few tickles and its moving, but not at a great speed, its SOUNDS like its out of oil, i ear something scraching and it moves like it is forced to move, its not fluent. maybe the fan is dead? and yes i made sure the gpu fan connector was well connected.

If im sure the problem is from the GPU, i can get a new one from 30€ that is much better then this one. What do you think?
