should i get an am3+ mobo with amd fx6300 or lga 1150 with i3 4130
i'll be using gtx 750 ti gpu
and what psu should i buy?
 
You may be able to run the game on low settings, not sure, but you surely won't enjoy the experience with either of them. This game is poorly optimized for PC so anything less than FX 8350 or i5 4th gen with atleast 3.4 GHz is likely to be not enough.
The framerate on either of the CPUs you mentioned is likely to be around 30-40 FPS on low settings.
You wouldn't enjoy it, but other games like BF4 will work good on either. I personally recommend the FX 6300 and a compatible MoBo.

^Exactly, but they're more costly.
If you ask which one of 2, I'd pick the 750 Ti anyday as it'll have low Wattage and lower temps in the long run.
The FX 6300 with the GTX 750 Ti can run Watch Dogs on medium settings on 40+ FPS. Maybe even high settings with 30 or so FPS, but it'll clutter.

Here is Guru3D's power supply recommendation:

AMD R7 260X - On your average system the card requires you to have a 450 Watt power supply unit.
AMD R7 260X Crossfire - On your average system the cards require you to have a 650 Watt power supply unit as minimum.
AMD R9 270X - On your average system the card requires you to have a 500 Watt power supply unit.
AMD R9 270X Crossfire - On your average system the cards require you to have a 700 Watt power supply unit as minimum.
AMD R9 280X - On your average system the card requires you to have a 550 Watt power supply unit.
AMD R9 280X Crossfire - On your average system the cards require you to have a 750 Watt power supply unit as minimum.
