Lots of stuttering and frame drops.

Lately I have been experiencing a ton of stuttering and frame rate drops into the low 20's, normal is around 60-80. I have cleaned and dusted the interior, removed programs I do not use, virus scan, added a fan, case is open. CPU and GPU temps maxed at 69*C and 64*C respectively, while playing BF4 and Titanfall low settings @ 900p and even went to 720p. GPU load ran between 84-99% while playing, and CPU load between 60-75%. What seems to be the issue? I am new to PC gaming and building also, and I have no idea what else to do.

Specs:
FX 6300 O.C. 4ghz
EVGA GTX 750 1GB Superclocked
8gb 1600mhz Ram
Corsair GS700
Antec Spot fan
sRaidmax Case fan
Zalsman CPU fan (not sure if spelled correctly)
MSI 760GM-P34 Motherboard
Windows 8.1 64bit Home Edition

69C for the CPU? Seems to hot to me. I don't let mine cross 65C as a general rule. If yours is that hot it might be throttling itself to not cross 70C. Another sign is it's that hot while not even maxed out. What cooler are you using? Is it installed correctly?

http://www.newegg.com/Product/Product.aspx?Item=N82E168... Looks very similar to this. Obviously cheap, It came with the PC. I have the spot fan pointed at the cpu area also.

I'd replace. I don't think that was designed to handle the heat the FX series puts out. Those were good backing in the old Socket A Athlon days, not for now.

What do you suggest? Preferably the best for less. Air cooled or liquid?

The Hyper 212evo is the king of good cooling for less. Should be ~$30.
