Yes, that's fine. A little high, but then you do have a stock cooler and you didn't mention your ambient temperature (which has a huge influence on cooling efficiency) or how the case is ventilated - which is how the air is moved away from t the stock cooler.

Re-applying thermal paste in your case is a snake oil solution - I've never had to re-apply thermal paste to a job done right. Not for 3-5 years after installing.

Ambient temp is rather high since I live in a one room apartment with the sun on it all day. I re-enabled intel speedstep and turned off turbo and now its around 40-44C idle

One front fan for air in, one top and one back exhaust.

I have a rather small chassi so thats the best I can do fan wise. Hyper Evo 212 hits the backplate with one of the screws in the chassi so I dont want to risk using it so I'm staying stock until I can get a new chassi I guess.
