what is wrong with my GPU

Hi I have a HD radeon 5870 that I have gotten off my friend. When my friend had this, he was able to run games such as star craft, bf, in high and ultra graphics with average heat of 60~70. After getting the exact card I'm having trouble running the same games in lower quality as it heats up very fast. I run StarCraft on medium and it takes me to 80 half way through the game. Same with payday 2 I have to run the game in low resolution and low graphics but still it heats up to 90+ in about 30 minutes. Any ideas?
 
Have you asked the question of what wattage his power supply is vs yours and what his amp rating is of the 12v rail.
If yours is a lower wattage and of a lower rated amps of the 12v Psu power rail.
The card will suffer as a result of a lack of enough power.

The GPU i got is off of my friend. But yes the fans spin. However i do notice that no mattter what i change the fan speed to in msi or ccc i hear no difference at all. And also my computer tends to heat up after the same certain amount of game time no matter what the fan speed is set to.

I have a 650w nex650g evga psu and my friend also has a 650w psu.

Well i took off one side of the case and put a house fan right into it, but it is still heating up
