Computer doesnt recognize GPU

I have a R9 270 MSI gpu. It was working fine for about 2 months , but today I reinstalled windows and it doesnt recognize it. I dowloaded drivers and everything tho nothing works.

Ill try to reseat it couple of minutes. It doesnt recognise it in BIOS. I had a problem with ethernet controller when I reinstalled windows, I could not connect to the internet. I dowloaded on another computer and installed the controller and I can connect, but in Device Manager PCI device and SM bus controller has "?" on them.
