Media Server and DVD/BR ripper ~$700 Budget

I'm looking for suggestions on parts to build a media server as well as a blu-ray and DVD ripper. My budget is around $700, and I'm wanting it to be fairly quiet as it will be located in a media room. Thanks for any help.

Yes. I don't need to play any games with it, and I don't even need to burn blu-rays. I just want something that will store all my media and not take too long encoding a movie.

It doesn't have to be so expensive but I thought why not? You have $700 to spend. If you want more storage space I can drop the i3 and put in a different CPU and get you a new case and then you can have more space. 4tb's is a lot of storage space though so I didn't bother.
