Computer won't start, turns on for 1 second, then back off repeatedly

Hi all, I'm having a problem with my computer build. When I turn it on, the PSU and case fan will spin for about 2 seconds, then stop. The CPU fan moves about 0.5 centimeter, then stops. The computer then tries to restart again, creating a cycle. The PSU also seems to be making a single clicking noise when turning on and off.

My components include:
Corsair 550watt PSU
GIgabyte Z87n-wifi ITX motherboard
Intel 4790 processor
MSI GTX760 graphics card
Samsung 250GB SSD
Hackintosh

I have tried taking out the components but the same thing happens. Any idea if it's the CPU, PSU, or motherboard that's broken? Thanks!!

Yes I did try everything on that list, besides connecting the speaker to the motherboard because I don't have one. This build was working for about a month before it suddenly turned off and died by itself. I'm beat!

the psu I feel should not make a click noise unless theres a dead short in it and its tripping [opinion] I would look at that first

Is the red switch on the back of your PSU set correctly? I believe there's two settings. 115V and 220V. 115 is American, 220 is European. Check the power connections between the PSU and Mobo too.
