i5 4460 vs i5 3450 for gaming

i'm building a new PC for gaming
and i have two builds in mind
an i5 4460 + h81 mobo
or i5 3450 +h61 mobo

and i wanted to know if there would be a significant difference in performance ?

if i do not intend to over clock or upgrade or use cross fire or sli do i need better mobos than h61 or h81?

you should know that there is a price difference and i'm on a tight budget

i also want to know if these builds would be good for gaming if i used a good graphics card like 7950 or r9 270x

These CPU's are almost identically matched, although the 4460 supports some instructions the 3450 does not. That's negligible though. If you have no plans to overclock or run a very high end card then it's a no brainer. Go with the 3450 and use the extra money for a 270x or 280 card. You can get a 280 card for about 20-30 dollars more than the 270x and is probably worth the extra money.
