Cpu not using per core overclock

I am right now in the process of overclocking and i'm trying to do a per core overclock. I currently have a multiplier of 46 on core 1 and 2 and 45 on 3 and 4. All is good and the system is (stable), but when i stress test none of the cores goes over 4500 MHz!?#!?

Why is that? Am i doing something wrong?

The multiplier in CPU-Z says 46 but none of the cores in HWiNFO64 af over 45?

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor
CPU cooler: Noctua NH-D15
Motherboard: Asus Maximus VI Hero
Memory: Corsair Vengeance LP 8GB
Video Card: Gigabyte GeForce GTX 770

Because you set the max cpu clock speed is 4.5Ghz with 3 cores or 4 cores used. Only when you use single cores or dual cores, the cpu will then clock to 4.6 GHZ. And when you stress test, you are using all the cores of your cpu.
