I just unboxed my new R9 290 slapped it in my computer, installed one of the three games it came with, which was Murdered: Soul Suspect. Right away I noticed a stuttering, kinda like a crossfire setup would do. I gave up my two 7870's in crossfire in trade for this thing, and it is stuttering out of the box? I've tried overclocking, forcing voltage, and disabling ULPS.. None of which helped. I've noticed it doing it in other games like Watch Dogs and even a slight stutter in GMOD every now and then.. Do I have a faulty card, bottle necking, or what?

Any help is appreciated.

I think this is caused by your CPU , try to check the CPU Usage and the GPU usage then report back.

GPU- basically stays at 99% -GPU Z
CPU- ranges between 10% and 25% -Task Manager

Then Try see if there's some sort of thermal throttling , See the Core Clock on the GPU.

Wow. Once I hit 50C the clock drops to 500MHz.. Any way to stop that?

50 degrees , thats quite strange . These cards are designed to work up to 95 degrees however I would benefit if you told me your Case specs as it might be the sole reason for the thermal throttling

My case? It's a cheap sturdy case- APEVIA X-CRUISER2-AL Silver SECC Steel ATX Mid Tower

Crap air flow though, so I run it with the side panels off.

Thats the reason , You need good airflow , You might want to put a fan besides the case and see if that fixes it. It may sound strange but try it

It might be the motherboard too.

The motherboard would cause the GPU to throttle back?

Sometimes the motherboard wouldn't support certain types of GPUs or in this case MSI boards aren't the best. For further help you can message SR-71 Blackbird and he'll give you the correct fix.

Your board should be able to run the card , your issue I think might be the Power supply the EVGA SuperNOVA NEX 750 B is a very unstable and unreliable PSU.

Also that board has thermal issues: The G43 , G45 , G46 are very poor boards and you have 2400mhz ram which doesn't fit with the board and CPU combo.

The good EVGA PSU's are the B2 , G2 , PT , and soon to be T2.

The whole combination of the build is unbalanced.

Just being honest here.

Not really , the parts are just not balanced and the Power supply is not good , unstable , probably having trouble with the 290.

Un Matched Reliability , Very Fast and not even the best Radars can spot it. Hopefully that will be me in the future :D

I ruled out it being the power supply by doing the 'paperclip trick' to my old 550 watt PSU and hooking it up to the gpu. No change in performance what so ever. What I had to do was use MSI Afterburner and unofficially overclock the card without powertune/play. Now it runs like I would expect it to. Thank you for your help, guys.
